- Tennessee adopted the 2021 IBC, 2021 IFC, and related I-Codes statewide effective April 17, 2025 (with a 120-day grace period through August 15, 2025, during which 2012 plans were still accepted). IRC remains on the 2018 edition. Local jurisdictions can adopt newer or more stringent editions but cannot fall below the state minimum.

- TN follows IBC ยง105.2, which exempts movable racks not over 5'-9" tall from a permit. Racks taller than 5'-9" require a building permit. Code compliance and IFC Ch. 32 still apply even when a permit is exempt.
- Issuing authority
- Local building department in jurisdictions with an adopted/enforced code. The TN State Fire Marshal's Office (TDCI Codes Enforcement) is the AHJ in opt-out / non-code jurisdictions and audits local enforcement every three years. Plan submittals to the state run through the TDCI portal at apps.tn.gov/tnsfmo.

- Nashville Metro Codes publishes a tiered, valuation-based fee schedule. Memphis/Shelby County: $75 minimum; commercial new construction is roughly $5 per $1,000 up to $25K, $100 + $3.50 per $1,000 to $1M, then stepped rates above. Chattanooga: $25 for the first $1,000 + $5.75 per $1,000 to $50,000, then stepped. Knoxville commercial: ~$50 minimum; ~$300 + $5 per $1,000 over $50K, plus a plan-review fee typically 50โ65% of base.

- Nashville Metro Codes targets ~30 days for commercial architectural review (published FAQ acknowledges 15โ40 business days depending on complexity). Memphis/Shelby County reports ~6.5-day average commercial plan review and ~34 days end-to-end after the Develop901 / Accela rollout.

- Seismic Design Category
- Highly variable east-to-west. Memphis and West TN sit on the New Madrid Seismic Zone โ the highest seismic hazard east of the Rockies โ and typically reach SDC D (occasionally E for high-risk-category structures). Nashville is generally SDC B on rock. Knoxville and Chattanooga sit in SDC BโC depending on site class and risk category
- Sds range
- Site-specific. Based on USGS-mapped Ss/S1 values: Memphis Ss โ 1.40g, S1 โ 0.42g (Sds commonly 1.0โ1.5g on Site Class D โ very high); Knoxville Ss โ 0.59g, S1 โ 0.15g (Sds ~0.4โ0.6g); Nashville Ss โ 0.25g, S1 โ 0.08g (Sds ~0.2โ0.3g; SDC B on rock). - Anchoring & bracing
- ANSI MH16.1-2021 (referenced by IBC/IFC) governs storage rack design and is incorporated into the 2021 IBC. In SDC B (most of Middle and East TN), baseline anchorage and overturning checks are required. In SDC D โ Memphis/West TN โ MH16.1 ยง2.7 high-seismic detailing applies: ductile base plates and anchors, cross-aisle/down-aisle bracing, reduced overturning ratios, and seismic separation from adjacent racks.

- When fire review is triggered
- 2021 IFC Chapter 32 governs high-piled combustible storage. Triggers begin at 500 sq ft of high-piled storage area (aisle width, fire department access). A high-piled storage permit and additional fire-protection features (sprinkler design per NFPA 13, smoke vents, in-rack sprinklers) phase in above 500 sq ft and again above 2,500 / 12,000 sq ft depending on commodity class. The TN State Fire Marshal enforces directly in non-code areas and oversees plan review in many occupancy types statewide.

- When PE-stamped drawings are required
- Yes for permit drawings. Tennessee requires a TN-licensed PE's seal and original signature on all working drawings, plans, and the cover/index of calculations submitted for review (Tenn. Comp. R. & Regs. 0120-02-.08, under T.C.A. Title 62, Ch. 2). Engineers may not seal work not under their responsible charge.

- Roughly 20% of TN's population lives in opt-out jurisdictions where one- and two-family dwellings are exempt. Commercial work still falls under the State Fire Marshal in those areas.
- The BNSF Memphis intermodal terminal area can trigger federal coordination on adjacent warehouse work.
- The 2021 IBC adoption is recent (April 2025) โ confirm which code your AHJ is enforcing if your project crosses the cutover.
