Typical practice: fixed/anchored industrial racks over 5'-9" trigger a permit, but operators should confirm locally because Virginia struck the standard IBC carve-out.

- A or B across most of VA. The Central Virginia Seismic Zone near Mineral (site of the 2011 M5.8 quake) and the Giles County zone in the southwest mountains can push structures into SDC C, particularly on soft soils
