๐Ÿ“‹ Building Permit

Adopted code
2018 NC State Building Code (NCBC), based on the 2015 IBC with NC amendments โ€” still in effect. The 2024 NCBC was originally scheduled for July 1, 2025 but was delayed by S.L. 2025-2. It now takes effect 12 months after the State Fire Marshal certifies publication and constitution of the Residential Code Council. As of mid-2026 the 2018 code is still controlling.
Permit threshold
NCBC ยง105.2 (inherited from 2015 IBC) exempts movable racks not over 5'-9". Anything taller โ€” or fixed/anchored โ€” requires a building permit.
Issuing authority
Permits are issued by the local code enforcement office (city or county). The NC Office of State Fire Marshal (under NC Department of Insurance), via its Engineering Division, interprets and enforces the code statewide and hears code appeals through the Building Code Council. Authority granted by N.C.G.S. 143-139 and 58-78A-1.
Typical fee range
Charlotte/Mecklenburg uses the FY2026 Nonresidential Fee Schedule (effective 7/1/25), with permit fees driven by construction valuation โ€” typical commercial rack permits run a few hundred to low thousands depending on declared value. Raleigh fees are published annually in the Development Fee Guide.
Typical review time
Raleigh targets โ‰ค 15 business days for initial commercial plan review and โ‰ค 60 days total. Charlotte/Mecklenburg publishes live review dashboards โ€” standard commercial plan review runs roughly 10โ€“20 business days for a first cycle.

Mostly B across NC. Western NC (Blue Ridge / Asheville-Buncombe corridor) can reach C at typical Site Class D conditions. Coastal NC is generally A or B
Sds range
Site-specific. Typical practice: Charlotte โ‰ˆ 0.15โ€“0.20g, Raleigh โ‰ˆ 0.10โ€“0.15g, Asheville โ‰ˆ 0.20โ€“0.30g (Site Class D, short-period Sds). Pull project-specific values from the ASCE Hazard Tool at submittal.
Anchoring & bracing
NCBC 2018 / IBC ยง2209 references ANSI/RMI MH16.1 for industrial steel storage racks. The current standard (MH16.1-2021, replaced by MH16.1-2023) requires column base anchorage, down-aisle and cross-aisle bracing, and reduced load capacity factors that scale with Sds โ€” required even in SDC B, with more substantial detailing in SDC C.

๐Ÿ”ฅ Fire Marshal

When fire review is triggered
NC Fire Code 2018 (based on IFC 2015), Chapter 32, governs high-piled combustible storage โ€” triggered when storage exceeds 12 ft for Class Iโ€“IV commodities or 6 ft for high-hazard commodities. A separate fire-code plan review and operational permit are required. Local fire marshals administer with State Fire Marshal oversight.

When PE-stamped drawings are required
Yes for engineered rack drawings. N.C.G.S. Chapter 89C (Engineering and Land Surveying Act), ยง89C-16 requires final drawings, specifications, plans, and reports to be certified and stamped with the seal of an NC-licensed PE. Local AHJs require an NC PE seal on rack permit drawings whenever engineered design is needed (anything above the ยง105.2 exemption).

โš ๏ธ Local Quirks

Things that surprise out-of-state buyers in North Carolina.

  • 2024 NCBC rollout delayed by S.L. 2025-2. Verify which code your AHJ is enforcing at submittal โ€” the transition has been bumpy.
  • Coastal/eastern counties (Dare, Currituck, Hyde, Brunswick, New Hanover) sit in the wind-borne debris region under NCBC ยง1609. Primarily an envelope concern, but rack anchorage to roof/wall structure can be affected.
  • Outer Banks municipalities (Nags Head, Kill Devil Hills, etc.) impose additional coastal CAMA review on top of the building permit.
  • Charlotte enforces post-construction stormwater controls on any new impervious area โ€” affects site work for new warehouses but not interior rack alone.
  • Some rural counties contract inspections to neighboring jurisdictions, leading to inconsistent enforcement and longer-than-expected review cycles.
