Alabama Pallet Rack Requirements
What it takes to permit, engineer, and install steel storage racks in Alabama. Every claim cited to a primary source.
At a glance
Required for racks > 5'-9" per IBC ยง105.2; commercial AHJ is local in most cases.
SDC AโB statewide; SDC C possible in North AL (Huntsville/TN border).
IFC 2021 Ch. 32 โ AL State Fire Marshal (under Dept of Insurance) enforces at high-piled thresholds.
AL-licensed PE required per Code of AL Title 34, Ch. 11 (BELS).

๐ Building Permit
- Adopted code
- Alabama Division of Construction Management (DCM, formerly AL Building Commission) enforces the 2021 IBC (effective July 1, 2022) with 2024 IBC portions added by amendment March 17, 2025. The State Building Code applies to state-owned property, K-12 and public postsecondary schools, hotels/motels, and movie theaters โ NOT most commercial warehouses. Local cities (Birmingham, Huntsville, Mobile) adopt IBC locally; Mobile completed a 2021 code update package via ordinance in 2022.
- Permit threshold
- Permit required per IBC ยง105.2 for racks over 5'-9". IFC ยง105.6 separately triggers an operational/construction permit for high-piled combustible storage regardless of building permit status.
- Issuing authority
- Local building department for private commercial sites (Birmingham PEP, Huntsville Building Inspection, Mobile Build Mobile/Permitting). DCM reviews state buildings, public K-12 / postsecondary schools, hotels > 2 stories, and movie theaters.
- Typical fee range
- Huntsville: total contract price ร 0.0055 (e.g., $100K project โ $550). Birmingham: valuation-based per published schedule plus plan-review surcharge (~0.4โ0.6% of valuation). Mobile: valuation-based per ordinance. Confirm with each AHJ at submittal.
- Typical review time
- Unable to verify published commercial plan-review SLAs from Birmingham, Huntsville, or Mobile โ typical practice is 2โ4 weeks for first review on non-expedited commercial rack permits.
๐ Seismic Requirements
- Seismic Design Category
- A or B on standard Site Class D across most of Alabama. North Alabama near the Tennessee border (Huntsville/Madison County area) can reach SDC C on poorer soils, influenced by both the East Tennessee Seismic Zone and distance from New Madrid
- Sds range
- Site-specific. Typical Site Class D values (ASCE 7-22): Birmingham โ 0.20โ0.30g; Huntsville โ 0.25โ0.35g (can push SDC C); Mobile โ 0.10โ0.15g; Montgomery โ 0.15โ0.20g. Verify per site at the USGS/ASCE Hazard Tool.
- Anchoring & bracing
- ANSI MH16.1-2021 (RMI) governs steel pallet rack seismic design, referenced by IBC Ch. 22 / ASCE 7-22 ยง15.5.3 across SDC A/B/C โ covers the entire state. Auto/tier-1 supplier parks (Mercedes, Honda, Hyundai, Toyota-Mazda) often expect MH16.1 calc packages upfront.
๐ฅ Fire Marshal
- When fire review is triggered
- Alabama State Fire Marshal (under AL Dept of Insurance) adopted the 2021 IFC with Appendices B, C, D, E, M effective Jan 1, 2023. IFC Chapter 32 high-piled combustible storage triggers (> 500 sq ft high-piled / > 2,500 sq ft Class I-IV) apply statewide. Racks > 12 ft (or > 6 ft for high-hazard) require fire-code review, often a separate operational permit.
๐๏ธ Engineer Stamp
- When PE-stamped drawings are required
- Yes. Engineering documents submitted in Alabama must be signed and sealed by an Alabama-licensed PE per Code of Alabama Title 34, Ch. 11 (ยง34-11-7). Seal is circular, 1-5/8" to 2" diameter, with name, license number, and "Licensed Professional Engineer." Electronic seals allowed with original signature and date.
โ ๏ธ Local Quirks
Things that surprise out-of-state buyers in Alabama.
- Auto-industry corridor (Mercedes-Vance, Honda-Lincoln, Hyundai-Montgomery, Toyota-Mazda Huntsville) drives heavy industrial rack volume. Tier-1 supplier parks often run their own fire-protection consultants and expect MH16.1 calc packages up front.
- Mobile is a coastal/wind/flood zone โ exterior canopies and exposed yards must address coastal wind exposure even though interior rack is moot.
- Huntsville/Redstone Arsenal โ work on federal property bypasses local AHJ but typically requires NFPA + UFC compliance plus PE-stamped seismic per ASCE 7.
- Tornado Alley exposure (Northern/Central AL) โ IBC wind not seismic governs many structures; rack itself uses MH16.1 but anchorage in tornado-rated rooms is a special case.
- Rural counties: typical practice is no county-level building enforcement outside incorporated municipalities; project still needs PE-stamped MH16.1 design and may still trigger State Fire Marshal jurisdiction.
