Issuing authority: Permits are issued by the local Certified Building Department (CBD) for the municipality, county, or township where the project is located. The Ohio Board of Building Standards (BBS), within the Department of Commerce's Division of Industrial Compliance, certifies ~800 CBDs statewide and acts as the state oversight body. BBS or DIC enforces directly only where no local CBD exists.
Typical fee range: Columbus uses a tiered valuation-based schedule with plan review typically calculated as a percentage of the base permit fee. Cleveland charges a $150 plan-examination fee for commercial work plus valuation-based permit fees and a state surcharge. Cincinnati charges a non-refundable application fee plus valuation-based fees and adds a 3% technology, 1% training, 5% planning, and 1% financial-recovery surcharge.
Typical review time: Cincinnati publishes that over 50% of permits are issued same-day, with larger commercial (Tier 2) reviews running roughly 2–4 weeks. Cleveland routes commercial submittals through multiple divisions sequentially. Columbus offers a paid expedited option but doesn't publish a guaranteed turnaround for standard commercial review.

🌐 Seismic Requirements

Seismic Design Category: A across most of Ohio; isolated SDC B possible in the far western counties near the Wabash Valley seismic zone or on very soft sites
Sds range: Site-specific. Typical practice: Sds well below 0.20g for Columbus, Cleveland, and Cincinnati at Site Class C/D — consistent with SDC A assignment. Pull exact values per project address from the ASCE Hazard Tool.
Anchoring & bracing: ANSI MH16.1-2021 (referenced by OBC Ch. 35) requires seismic design per ASCE 7 procedures. For SDC A sites — the vast majority of Ohio — detailing reduces to minimum anchorage and lateral-stability provisions without the special detailing required in higher SDCs.

🔥 Fire Marshal

When fire review is triggered: Ohio Fire Code (OAC 1301:7-7), 2025 edition based on the 2021 IFC with Ohio amendments, administered by the State Fire Marshal and local fire departments. OAC 1301:7-7-32 (Chapter 32) classifies storage as high-piled when top of storage exceeds 12 ft for ordinary commodities or 6 ft for high-hazard commodities — triggering a permit, construction documents, and fire-protection plan submittal.

🏛️ Engineer Stamp

When PE-stamped drawings are required: Yes for commercial rack work. ORC §4733.14 and OAC 4733-23 require engineering work products (plans, specifications, calculations) submitted in Ohio to be sealed, signed, and dated by an Ohio-registered Professional Engineer. The residential exemption in ORC §4733 does not apply to commercial/industrial rack work.
