📋 Building Permit

Adopted code
Indiana Building Code 2014 edition, based on the 2012 IBC with Indiana amendments, effective December 1, 2014. The Building Code Update Committee under IDHS is working on newer cycles, but as of 2026 the 2014 edition remains the in-force statewide code. Indiana's code cycle is notably behind most states.
Permit threshold
IBC §105.2 (carried into Indiana's 2014 IBC) exempts movable racks not over 5'-9" tall from building permits. Any industrial pallet rack taller than 5'-9", and any rack that is anchored, falls outside this exemption.
Issuing authority
Indiana has a dual-review system unique to a handful of states. IDHS Division of Fire & Building Safety – Plan Review Section issues a Construction Design Release (CDR) for Class 1 structures (essentially all commercial/industrial). The local building department then issues the actual building permit and performs inspections. Both layers apply statewide.
Typical fee range
IDHS state plan review under 675 IAC 12-3-2 charges a $75 filing fee + $75 minimum processing fee ($150 minimum). Warehouse projects fall into Category B ($0.030 × gross sq ft of floor area) or Category C ($0.0030 × sq ft for remodels). Indianapolis DBS structural permit base fee is ~$478 plus a plan-review surcharge (~65% of permit fee). Fort Wayne, Evansville, and South Bend use locally published commercial schedules.
Typical review time
IDHS triggers a 10-business-day clock on submission, ending with either a CDR, a notice of incomplete filing, or selection for detailed review. Detailed review adds up to 20 additional business days. Local Indianapolis DBS structural reviews layer on top of that. Plan on 4–8 weeks combined for a typical commercial rack project.

Sds range

Anchoring & bracing
ANSI MH16.1-2021 governs and is referenced by IBC Chapter 22/Chapter 16 via ASCE 7. Anchorage, base plates, and cross-aisle bracing requirements scale with SDC: minimal detailing in SDC A/B (most of Indiana), meaningful seismic detailing in SDC C, and full seismic detailing with reduced load capacities in SDC D (possible in southwest Indiana).

When fire review is triggered
Indiana Fire Code (2014, based on 2012 IFC) Chapter 32 governs high-piled combustible storage. Triggered where top of storage exceeds 12 ft (6 ft for high-hazard). Permit/sprinkler/smoke-removal requirements escalate at 500 sq ft, 2,500 sq ft, and 12,000 sq ft thresholds. Administered by IDHS State Fire Marshal.

🏛️ Engineer Stamp

When PE-stamped drawings are required
Yes for plans submitted to IDHS or local AHJ. Indiana Code IC 25-31-1 and 864 IAC 1.1-7 require an Indiana-licensed PE's seal and signature on engineering plans, with the seal attesting that the work was prepared under the registrant's direct control. Rack plans submitted for IDHS Class 1 review or for local commercial permits require an Indiana PE seal.

⚠️ Local Quirks

Things that surprise out-of-state buyers in Indiana.

  • IDHS state Class 1 plan review is a mandatory layer on top of local permitting. Uncommon outside Indiana and applies to nearly all commercial/industrial work — budget both fees and both timelines.
  • Southwest Indiana (Evansville and the Wabash Valley) carries materially higher seismic demand than the rest of the state due to New Madrid and Wabash Valley sources.
  • Indiana's 2014 IBC base is one of the oldest in-force statewide codes in the US. Out-of-state engineers used to the 2018/2021 IBC need to verify §105 and Chapter 22 references carefully.
  • Indianapolis has the most active commercial/logistics build-out and the most aggressive DBS structural review queue.
  • IDHS rolled out a "Release Without Review" expedited path on December 2, 2024 for pre-approved plans, storage buildings, open-air pavilions, and some Indianapolis renovations.
