- Adopted code
- Michigan Building Code 2015 (based on 2015 IBC) statewide, adopted by LARA Bureau of Construction Codes under Part 4 administrative rules. Michigan's adoption cycle runs behind ICC by ~2 cycles; the 2021 IBC update remains in rulemaking.
- Permit threshold
- Per MBC ยง105.2 (mirroring IBC ยง105.2), nonfixed/movable fixtures, cases, racks, counters and partitions not over 5 ft 9 in (1,753 mm) are exempt from permit. Storage racks exceeding 5'-9" require a building permit.
- Issuing authority
- Local building department in adopting jurisdictions (Detroit BSEED, Grand Rapids Development Center, Warren, Lansing, Sterling Heights, etc.). LARA Bureau of Construction Codes acts as AHJ in non-adopting jurisdictions and for state-owned buildings and school facilities under Act 230 of 1972.

- Valuation-based. Detroit (BSEED): commercial permits scale by valuation; plan review separate. Grand Rapids: minimum commercial permit $128 (valuation $1โ$1,000), scaling upward; plan review = 10% of permit fee ($50 min). Typical rack project ($50Kโ$250K valuation) lands ~$600โ$2,500 permit + plan review.

- Not consistently published. Detroit BSEED commercial plan review typically 2โ4 weeks depending on backlog.

- Seismic Design Category
- A across the Lower Peninsula for typical Site Classes (C/D). Some Site Class E sites (soft soil) in southeast MI may push to SDC B at low-rise commercial. UP is uniformly SDC A
- Sds range
- Detroit and Grand Rapids both fall in very-low-seismicity zone. Typical Sds โ 0.10โ0.13g (Detroit ~0.11g, Grand Rapids ~0.10g) per ASCE 7-16/22 maps.
- Anchoring & bracing
- ANSI MH16.1-2021 (RMI) is the referenced industrial steel storage rack standard. In SDC A, MH16.1-2021 Ch. 2 minimums apply (lateral force = 1% of dead+rack load, no R-factor system per IBC). ASCE 7-22 Ch. 15.5.3 governs nonbuilding-structure provisions where MBC eventually adopts the newer cycle.

- When fire review is triggered
- MI Bureau of Fire Services (State Fire Marshal) enforces fire code on state-licensed/regulated facilities. For local jurisdictions, IFC Ch. 32 high-piled combustible storage triggers fire permit + plans when storage exceeds 500 sq ft (or 2,500 sq ft including aisles) with Class IโIV commodities, or any high-hazard commodities.

- Yes. Michigan Occupational Code, Act 299 of 1980, Article 20 (MCL 339.2001 et seq.), ยง339.2007 mandates that a licensee apply seal and signature to plans/specs/reports filed with a public authority. Out-of-state seals not accepted without MI licensure (comity available).

- Great Lakes shipping/cold-storage in Muskegon, Saginaw, Port Huron means rack design should consider freezer-rated steel ductility (Charpy notch) for refrigerated DCs โ not code-mandated but specified by carriers.
- Upper Peninsula AHJs have minimal staff; LARA BCC often acts as default reviewer.
- Michigan's 2015 IBC base is two cycles behind most states โ out-of-state engineers used to the 2018/2021 IBC need to verify ยง105 and Chapter 22 references carefully.
