Adopted code
Pennsylvania Uniform Construction Code (UCC) โ€” 2018 ICC family including 2018 IBC, effective February 14, 2022, administered by PA L&I. Philadelphia opted out of the UCC and uses its own Title 4 Philadelphia Building Construction and Occupancy Code (PBCOC), with the 2018 ICC suite adopted October 1, 2018 (Fire Subcode January 1, 2019).
Permit threshold
IBC ยง105.2 exempts movable racks not over 5'-9". PA UCC adopts IBC Chapter 1 administrative provisions; Philadelphia's Subcode B carries the same exemption list. Anything anchored or above 5'-9" requires a building permit.
Issuing authority
In UCC opt-in municipalities (~90% of PA), the local code official issues permits. In opt-out municipalities, PA L&I (Bureau of Occupational & Industrial Safety) handles all commercial enforcement. In Philadelphia: Department of Licenses & Inspections (L&I). State-owned buildings: PA L&I regardless of location.
Typical fee range
Philadelphia L&I publishes a current valuation-based fee schedule (last amended September 2024, ~10% increase effective January 2025). Pittsburgh PLI charges $7 per $1,000 of construction value, $605 minimum, $80,000 maximum (40% non-refundable at application, balance at issuance, effective January 2025).
Typical review time
Philadelphia L&I's internal plan-review clock is typically 15โ€“20 business days, but total commercial alteration timelines run 10โ€“16 weeks; complex projects (fire suppression, structural, accessibility) stretch to 20+ weeks. Pittsburgh PLI is generally faster but published SLAs vary by permit type.

Anchoring & bracing
ANSI MH16.1-2021 governs rack design referenced via NCBC and IBC structural chapters. For SDC A and B (PA's norm), minimal seismic detailing applies โ€” racks must be anchored to the floor and designed for prescriptive low-seismic forces, but ductile detailing and special bracing required in higher SDCs (Cโ€“F) are not triggered.

When fire review is triggered
PA has NO statewide State Fire Marshal with general jurisdiction over commercial buildings โ€” local municipalities enforce the fire code. PA Fire Code = IFC with amendments; Philadelphia uses 2018 IFC as Subcode F. IFC Chapter 32 governs high-piled combustible storage and triggers a fire permit plus design submittal when storage exceeds 500 sq ft of high-piled storage area (additional thresholds at 2,500 and 12,000 sq ft for sprinkler and access requirements).

When PE-stamped drawings are required
Yes for any rack drawings submitted for permit. Under PA's Engineer, Land Surveyor and Geologist Registration Law (63 P.S. ยงยง 148โ€“158.2), plans, specs, and reports submitted in PA must bear the seal and signature of a PA-licensed PE when the work constitutes the practice of engineering. โš ๏ธ Local Quirks

Things that surprise out-of-state buyers in Pennsylvania.

  • Philadelphia opted out of the UCC entirely and runs PBCOC under L&I โ€” separate code, separate processes, aggressive enforcement and stop-work orders. Use a Philly-specialist consultant, not a generic PA one.
  • About 10% of PA municipalities have opted out of UCC commercial enforcement entirely. In those areas, PA L&I or certified third-party agencies handle commercial review. Confirm AHJ before designing.
  • PA has no centralized state fire marshal โ€” fire code authority sits with the local AHJ. Inconsistent enforcement across municipalities, particularly outside major metros.
  • Pittsburgh has floodplain overlay districts requiring additional review in low-lying riverfront zones (Strip District, South Side, etc.).
  • Philly's L&I Permit Tracker is publicly searchable, useful for benchmarking similar projects' timelines before submittal.
