Adopted code
Massachusetts State Building Code, 10th Edition (780 CMR), based on 2021 IBC with MA-specific amendments. Statewide application via BBRS.
Permit threshold
IBC ยง105.2 work-exempt list applies as amended by 780 CMR. Storage racks are not on the exempt list and require a building permit as structures/equipment installations subject to ยง105.
Issuing authority
Local building department (the municipal Building Commissioner / Inspector of Buildings). Boston permits issue through the Inspectional Services Department (ISD). State oversight by BBRS at the Division of Occupational Licensure.
Typical fee range
Boston Long-Form Building: $50 primary + $10 per $1,000 of estimated cost of work. Worcester: $12 per $1,000 up to $1M and $9 per $1,000 above $1M, $100 minimum (eff. Mar 1, 2024).
Typical review time
Boston ISD standard building permit review is ~30 days; the Fast Track program targets 7 days but is limited to commercial office space (excludes commercial retail and residential).

Seismic Design Category
B across most of Massachusetts. Per the 10th Edition (which incorporates updated USGS hazard values), portions of the North Shore (generally northeast of Lowell) that were SDC B under the 9th Edition now classify as SDC C for many ordinary structures, and select coastal/site-class-D sites can also reach C

Site-specific via USGS Seismic Design Web Tool keyed to ASCE 7-22 / 10th Edition maps; mapped Ss increased materially across most of MA in the 10th Edition, while S1 decreased. Typical Boston Site Class D Sds is roughly in the 0.2โ€“0.3g band, Worcester slightly higher.
Anchoring & bracing
Per 780 CMR Ch. 16 / ASCE 7-22, storage racks in SDC B/C designed to ANSI MH16.1-2021 (RMI) as referenced by ASCE 7-22 Ch. 15. Detailing and anchorage requirements step up at the B-to-C boundary.

527 CMR 1.00, Massachusetts Comprehensive Fire Safety Code (2021 edition, effective Dec 9, 2022), based on NFPA 1-2021 with MA amendments โ€” NOT IFC-based. High-piled combustible storage requirements flow through NFPA 1 Ch. 34 (which incorporates NFPA 13 / IFC Ch. 32 by reference).
