Rhode Island State Building Code SBC-1 (RISBC-1) adopts the 2018 IBC with RI amendments, effective February 1, 2022. SBC-1 is the statewide code; municipalities cannot deviate.
Permit threshold

Local municipal building official issues permits via the statewide e-permitting portal; the RI State Building Code Commission (SBCC/RIBCC) provides oversight, code interpretation, and administers the State Building Code Board of Appeals.

RI has a statewide permitting fee regulation (510-RICR-00-00-21). State fee is $0.20 per $1,000 of construction value added on top of local fees. Providence and Warwick use valuation-based schedules — commercial rack projects typically run $15–$25 per $1,000 valuation plus the state surcharge.

When fire review is triggered
RI uses NFPA 1 (2018 edition) Fire Code — NOT the IFC — as the Rhode Island Fire Code (RIFC), administered by the Office of the State Fire Marshal (SFM).
