Adopted code
NH State Building Code currently incorporates IBC 2021 (with NH amendments) and IEBC 2021, IMC 2021, IPC 2021, IECC 2018, IRC 2021, NEC 2023 โ€” adopted statewide via RSA 155-A. IBC 2024 adoption effective July 1, 2026, with a concurrence window through Dec 31, 2026; mandatory Jan 1, 2027. ASCE 7-22 is referenced via IBC 2024.
Permit threshold
Storage racks over 5'-9" tall require a building permit per IBC ยง105.2 (Item 9 exempts "non-fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches in height"). NH has not amended this threshold.
Issuing authority
Local building department. The State Building Code Review Board (RSA 155-A:10) sets statewide policy; enforcement is delegated to municipalities. The NH State Fire Marshal (Division of Fire Safety, Dept of Safety) handles fire-code review.

Manchester: $25 non-refundable processing fee plus value-based commercial permit fee. Nashua: $35 filing fee + $25 Land Use review fee per permit; commercial fees are square-foot based per Ordinance O-21-045. Typical NH rack permit lands $150โ€“$600 depending on jurisdiction and valuation.

Anchoring & bracing
ANSI MH16.1-2021 (RMI) is the recognized industry standard for industrial steel storage racks and is referenced by IBC Ch. 22 / ASCE 7. Required in SDC B and C.

When fire review is triggered
NH State Fire Code adopts NFPA 1 (2021 edition) and NFPA 101 (2021 edition) with NH amendments, effective July 1, 2025. High-pile combustible storage over 12 ft (or 6 ft for high-hazard commodities) triggers NFPA 1 Ch. 34 / IFC Ch. 32 review and a separate fire permit.
