- Storage racks over 5'-9" tall require a building permit per IBC §105.2 (Item 9 exempts "non-fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches in height"). NH has not amended this threshold.

- Local building department. The State Building Code Review Board (RSA 155-A:10) sets statewide policy; enforcement is delegated to municipalities. The NH State Fire Marshal (Division of Fire Safety, Dept of Safety) handles fire-code review.
