Adopted code
2022 Connecticut State Building Code (CSBC), based on 2021 IBC with CT amendments. Effective October 1, 2022, statewide. Companion 2022 CT State Fire Safety Code adopts 2021 IFC (new construction, Part III) and 2021 NFPA 101 (existing construction pre-2006, Part IV).
Permit threshold
Under 2022 CSBC ยง105.2 (2021 IBC with CT amendments), nonfixed/movable racks not over 5'-9" tall and containing no electrical/plumbing/mechanical are exempt. Industrial pallet racks (typically 12'+) always require a permit.
Issuing authority
Local municipal building official issues permits. DAS Office of the State Building Inspector (OSBI) provides statewide oversight, interpretations, and modifications (variances).

2022 CT State Fire Safety Code adopts 2021 IFC Chapter 32. High-piled combustible storage = storage of Class Iโ€“IV commodities > 12 ft, or high-hazard commodities > 6 ft, in any area > 500 sq ft. Triggers Fire Marshal plan review, sprinkler density per IFC/NFPA 13, smoke vents, access doors, aisle width. Local fire marshals enforce under CGS Chapter 541.

Yes for permit drawings. Structural drawings for racks must be sealed by a CT-licensed PE under CGS Title 20, Chapter 391. Out-of-state PEs must obtain CT licensure (comity available).
