๐Ÿ“‹ Building Permit

Adopted code
2025 Oregon Structural Specialty Code (OSSC), based on the 2024 IBC, effective Oct 1, 2025 (six-month phase-in; mandatory April 1, 2026). The 2022 OSSC (based on 2021 IBC) is permitted in plan reviews until March 31, 2026.
Permit threshold
OSSC follows IBC ยง105.2 with Oregon amendments. Storage racks > 8 ft in load height require a structural permit; OSSC amendments require an automatic sprinkler system in Group M and other occupancies where storage is in high-piled or rack arrays.
Issuing authority
Local building department (e.g., Portland PP&D/BDS, Eugene PDD, Bend Building Safety, Salem). BCD sets statewide code and oversees delegated jurisdictions; in non-delegated areas BCD itself issues.
Typical fee range
Portland: structural permit fees for new construction/additions are calculated using the ICC Building Valuation Data table multiplied by structure area, per the City of Portland Building & Other Permits Fee Schedule. Rack-only permits without structural changes route through the BDS rack-storage handout.
Typical review time
Portland: commercial structural review (incl. seismic upgrades or valuation โ‰ฅ $200K) may take up to 20 working days for first review; re-reviews target 5โ€“7 days after checksheet response. Rack permits route through the Fire & Life Safety review group.

Anchoring & bracing
ANSI MH16.1 (current edition MH16.1-2021; 2023 revision now published) is the RMI rack specification; OSSC Chapter 16/35 references RMI/MH16.1 for rack design. In SDC D/E, heavy detailing (anchorage, base plates, frame bracing, R-factor selection, Ip = 1.5 if occupied / hazardous content) applies; ASCE 7-22 governs under 2024 IBC.

When fire review is triggered
2025 Oregon Fire Code (effective Oct 1, 2025, based on 2024 IFC); 2022 OFC valid through March 31, 2026. IFC Chapter 32 governs high-piled storage; OR requires sprinklers in racks per amended OSSC Appendix N + OFC ยง3206. State Fire Marshal exercises oversight; local fire AHJ reviews commodity classification, aisle widths, in-rack sprinklers, smoke vents.

Yes. Plans must be stamped by an architect or engineer registered in the State of Oregon per ORS Ch. 672 and OSBEELS rules; the seal must meet OSBEELS format (printed name, registration number, title, โ‰ฅ 2" point-to-point).
