๐Ÿ“‹ Building Permit

Adopted code
2021 Washington State Building Code (based on 2021 IBC with state amendments), effective March 15, 2024. The 2024 cycle adoption was delayed โ€” SBCC voted in January 2026 to adopt the 2024 codes August 21, 2026 with an effective date of May 3, 2027. Seattle further adopted its own 2021 Seattle Construction Codes effective November 15, 2024 (2024 Seattle codes anticipated no sooner than May 2027).
Permit threshold
Nonfixed/movable racks not over 5'-9" (1,753 mm) are exempt from a building permit per IBC ยง105.2. Anything taller โ€” and most industrial pallet rack โ€” requires a permit. WA and Seattle both adopt IBC Chapter 1 with this exemption intact.
Issuing authority
Local building department (city or county) is the AHJ. The Washington State Building Code Council (SBCC) sets statewide minimums via WAC Chapter 51-50. Seattle Department of Construction and Inspections (SDCI) handles Seattle permits under the Seattle Construction Codes.
Typical fee range
Seattle SDCI uses a valuation/hourly-review model โ€” see the SDCI fee estimator and Fee Subtitle. Tacoma PDS publishes a current fee schedule (effective June 1, 2024). Spokane's Development Services fee schedule updated January 22, 2025. Storage-rack permits are typically charged as small commercial or subject-to-field-inspection (STFI), or full plan-review depending on height, SDC, and seismic detailing.
Typical review time
Seattle SDCI targets 8โ€“12 weeks for Full Complex commercial reviews (95% finishing within 10 weeks recently). Full+ tenant improvements run 2โ€“4 weeks. Tacoma and Spokane publish their own timelines โ€” Spokane separates Long Route (new commercial) from Short Route (tenant improvement/remodel).

Seismic Design Category
D across most of western WA (Seattle, Tacoma, Bellevue); E possible near the Seattle Fault and on soft-soil sites. Eastern WA (Spokane) generally B or C
Sds range
Site-specific. Typical practice: Seattle/Tacoma Sds โ‰ˆ 1.2โ€“1.5g (basin effects elevate values), Spokane Sds โ‰ˆ 0.3โ€“0.4g. Pull exact values per project address from the USGS ASCE 7-22 hazard tool. Cascadia subduction is a major factor.
Anchoring & bracing
2021 SBC Chapter 22 requires storage racks to comply with ANSI/RMI MH16.1, with seismic design per ASCE 7 ยง15.5.3. For racks โ‰ฅ 8 ft to top load level in SDC D/E/F, a certificate of compliance is required at completion. MH16.1-2021/2023 mandates Direct Analysis Method, seismic separation, drift checks, and occupancy importance factor (Ip) from ASCE 7. Substantially heavier engineering burden than most states.

When fire review is triggered
2021 Washington State Fire Code (IFC with WA amendments), Chapter 32, applies to high-piled combustible storage where top of storage exceeds 12 ft (6 ft for high-hazard commodities). Local fire department/marshal enforces; State Fire Marshal (under Washington State Patrol) oversees statewide. Triggers sprinklers, aisle widths, smoke vents, and access doors based on commodity class and area.

When PE-stamped drawings are required
Yes for all permit drawings. RCW 18.43.070 and WAC 196-23-020 require all final engineering documents submitted for permit to bear the seal, signature, and date of a Washington-licensed PE who prepared or directly supervised the work. Out-of-state PEs must obtain WA licensure before sealing.

Things that surprise out-of-state buyers in Washington.

  • Cascadia subduction zone and Seattle Fault drive high SDC (D/E) across the Puget Sound region. Engineering burden materially higher than most states โ€” budget time and cost accordingly.
  • Certificate of compliance required for racks โ‰ฅ 8 ft to top load level in SDC D/E/F. This is on top of the permit itself and not common in other states.
  • SDCI requires WABO-certified special inspectors for structural/seismic items.
  • Coastal warehouses may sit in DNR-mapped tsunami inundation zones โ€” additional review.
  • SEPA (State Environmental Policy Act) review is triggered for commercial buildings above the local flexible threshold (4,000โ€“30,000 sq ft range, default 30,000 sq ft per WAC 197-11-800).
  • Seattle layers the Seattle Energy Code over WSEC for tenant improvements โ€” an extra overlay during plan review.
