📋 Building Permit

Permit threshold: CBC §105.2 exempts "nonfixed and movable racks not over 5 feet 9 inches in height." Anything taller requires a building permit. The 5'-9" rule mirrors IBC §105.2 and is enforced uniformly across CA AHJs.
Issuing authority: Local building department (city or county). California delegates enforcement to roughly 530 cities and 58 counties; the state code is the floor and each AHJ may add amendments.
Typical fee range: $1,500–$8,000 combined building + fire plan check + permit fees for a mid-sized warehouse rack install ($50K–$250K project valuation). All major CA AHJs (LA, SF, SD) use valuation-based formulas — no flat rack fee is published. High-piled storage review adds more.
Typical review time: 4–8 weeks for first plan-check comments on standard commercial submittals (LADBS). SF DBI and San Diego DSD run similar timelines, often longer when fire review is in series. Express Permit is available at LADBS for qualifying work and can be same-day.

🌐 Seismic Requirements

Seismic Design Category: D, E, or F across nearly all populated areas
Sds range: Site-specific. Typical default-site ballparks: Downtown LA ≈ 1.7–2.0g, San Francisco ≈ 1.5g, San Diego ≈ 1.1–1.2g, Sacramento ≈ 0.5–0.6g, Fresno ≈ 0.5–0.6g. Pull per-address values from the ASCE 7-22 Hazard Tool for any submittal.
Anchoring & bracing: ANSI MH16.1-2021 governs industrial steel storage rack design and incorporates ASCE 7-22 §15.5.3 for racks supported at the base. In SDC D/E/F: engineered base plates, post-installed concrete anchors sized per ACI 318 Ch. 17 (combined shear/tension), explicit transverse and down-aisle bracing or moment-frame design, story-drift limits per ASCE 7, and seismic load combinations with occupancy importance factor (Ip).

🔥 Fire Marshal

When fire review is triggered: CFC Chapter 32 applies whenever top of storage exceeds 12 ft for ordinary commodities or 6 ft for high-hazard goods (Group A plastics, rubber tires, idle pallets, flammable liquids). A high-piled storage permit and fire plan check are required when the high-piled area exceeds 500 sq ft. Triggers in-rack sprinkler analysis under NFPA 13 / CFC §3208.

🏛️ Engineer Stamp

When PE-stamped drawings are required: Yes for any rack over 5'-9" (i.e. any rack requiring a permit). Per Cal. B&P Code §§6730, 6735, structural calculations and plans must bear the wet or electronic seal of a CA-licensed Civil Engineer or Structural Engineer. SE license is only required for hospitals and public schools — commercial racking is Civil-Engineer-stampable.

HCAi (formerly OSHPD) — not the local AHJ — reviews any rack serving a licensed healthcare facility. Rack systems typically need OSP-listed special seismic certification or site-specific calcs per ASCE 7 §13.2.2. Deferred approval can add 8–16 weeks.
LA City: LAMC §57.315.3.7.1 codifies the 5'-9" rack rule and requires LABC Chapter 9 compliance for taller racks. LADBS publishes plan-check correction lists specifically for storage racks.
San Francisco: amends the CBC with stricter seismic detailing through SF Building Code Admin Bulletins. DBI review timelines are typically longer than other CA AHJs.
CalGreen (Title 24 Part 11) applies to nonresidential tenant improvements over thresholds — usually peripheral for rack work but can pull in waste-management and material requirements.
Cal/OSHA Title 8 §3241: rack capacity must be posted, and racks may not be loaded beyond manufacturer-rated capacity. This is a workplace-safety overlay independent of the building permit and is enforced by Cal/OSHA inspections.
