Adopted code
Arizona has NO statewide commercial building code. Adoption is purely local. Phoenix, Tucson, and Mesa all currently enforce the 2018 IBC with local amendments (Phoenix adopted the 2024 Phoenix Building Construction Code via council action June 2025 โ€” transitioning; Tucson approved updates in June 2025 effective in 2026). Maricopa County enforces its own code with local addenda for unincorporated areas.
Permit threshold
Per IBC ยง105.2, nonfixed and movable racks not over 5'-9" in height are exempt from a building permit. Major AZ AHJs adopt this baseline. Anything taller (or fire-loaded high-piled storage) requires a permit.
Issuing authority
Local only โ€” no state building permit. Phoenix Planning & Development Department (PDD), Tucson Planning & Development Services Department (PDSD), Mesa Development Services, and Maricopa County Planning & Development for unincorporated areas.
Typical fee range
Valuation-based across all major AHJs. Phoenix calculates permit fees from building square footage ร— occupancy rate (Building Valuation Table revised January 2026). Mesa requires a construction-cost-based deposit at submittal; addendum/change reviews run $110/hr (2-hour minimum). Rack-only permits typically fall in the low-to-mid hundreds for small jobs, scaling with declared installed value.
Typical review time
Phoenix publishes a Monthly Plan Review Turnaround Times Report that fluctuates with workload. Mesa offers 5-business-day expedited review at +100% of permit fee. Industry practice for standard commercial rack permits in Phoenix metro is roughly 3โ€“6 weeks to first comments.

Sds range
Site-specific. Typical practice based on USGS/ASCE 7 hazard maps: Phoenix metro Sds โ‰ˆ 0.20โ€“0.30g, Tucson โ‰ˆ 0.20โ€“0.30g, Flagstaff โ‰ˆ 0.40โ€“0.55g. Always pull site-specific values from the USGS Unified Hazard Tool or ASCE 7 Hazard Tool.
Anchoring & bracing
ANSI MH16.1-2021 (RMI) governs design. Seismic separation between rack and building columns is NOT required to be checked in SDC A, B, or C โ€” added requirement at SDC D+. Anchorage is still required in SDC B/C per the standard's general anchorage provisions and ASCE 7 component loading.

When fire review is triggered
Each major city adopts its own IFC (Phoenix, Tucson, Mesa all run 2018 IFC with amendments). IFC Chapter 32 governs high-piled combustible storage. Aisle, access, and detection requirements kick in above 500 sq ft of high-piled storage area. Broader HPS permit triggers commonly apply at 500 sq ft for hazardous commodities / 2,500 sq ft for Class Iโ€“IV. The AZ State Fire Marshal (DFFM) has jurisdiction limited to state/county-owned buildings and to occupancies in areas with no locally adopted fire code.

When PE-stamped drawings are required
Yes for plans submitted for permit. An AZ-licensed Professional Engineer must seal plans, specs, and reports under A.R.S. ยง32-125 and A.A.C. R4-30-304 (Use of Seals), administered by the AZ Board of Technical Registration. Rack drawings for permit submittals are routinely stamped by a structural or civil PE registered in Arizona.

  • Pima County and rural counties have variable enforcement and slower routing than the Phoenix metro AHJs.
  • Extreme heat affects building envelope and MEP design but not rack steel โ€” racks rated for normal warehouse temperatures are fine.
  • Phoenix's transition to the 2024 PBCC (adopted June 2025) is ongoing โ€” track adoption status at submittal.
