Adopted code
2020 Minnesota State Building Code (MSBC), effective March 31, 2020. Minnesota Rules Chapter 1305 adopts the 2018 IBC by reference with Minnesota amendments.
Permit threshold
IBC ยง105.2 as amended by MN Rules 1300. Storage racks are not on the ยง105.2 exempt list; per IBC ยง105 and ยง105.5, racks meeting IBC ยง2208 / Ch. 22 thresholds (typically over 5'-9" top-of-shelf, or any rack supporting a walkable surface) require a building permit.
Issuing authority
Local building department of the municipality where the rack is installed. DLI delegates to municipalities under Statute 326B.121. DLI directly enforces on state-owned buildings.
Typical fee range
Valuation-based per IBC fee tables adopted locally. Minneapolis CPED and St. Paul DSI both use tiered valuation schedules โ€” a typical commercial rack install valued $25Kโ€“$100K runs roughly $400โ€“$1,500 in base permit fee, plus a 0.0005 state surcharge (MN Statute 326B.148) and plan review fee (commonly 65% of permit fee).
Typical review time
Not statewide published. Minneapolis CPED commercial review commonly 4โ€“6 weeks for full plan review; St. Paul DSI commonly 2โ€“4 weeks. Smaller racks may qualify for express/over-the-counter review in St. Paul.

Seismic Design Category
A across most of Minnesota. Site Class E (very soft soils โ€” relevant in some Mississippi/Minnesota River floodplain parcels and parts of the Iron Range) can push selected risk categories into SDC B
Sds range
Very low. Typical Minneapolis/St. Paul Sds โ‰ˆ 0.05โ€“0.08g (Site Class D default). Rochester โ‰ˆ 0.05โ€“0.07g. Duluth โ‰ˆ 0.04โ€“0.06g.
Anchoring & bracing
ANSI/RMI MH16.1-2021 governs. In SDC A, seismic detailing is minimal but anchorage and overturning checks still required per MH16.1 and ASCE 7-22 Ch. 15.

When fire review is triggered
Minnesota State Fire Code (MN Rules Chapter 7511) adopts the 2018 IFC with amendments, effective March 31, 2020. Chapter 32 / Rule 7511.3206 governs high-piled combustible storage โ€” triggered above 12 ft solid-pile / 6 ft for high-hazard, or any racking with these heights. SFMD review required for sprinkler/in-rack/aisle compliance.

When PE-stamped drawings are required
Yes for structural design submitted to AHJs. Minnesota-licensed PE required per Statute 326.02 (protected title) and 326.03. License renewal every even-numbered year. Out-of-state PEs need MN reciprocity through Board of AELSLAGID before stamping.
