- HI State Building Code Council adopts a statewide model based on 2018 IBC w/ HI amendments (effective Oct 8, 2022). Each of the 4 counties (Honolulu C&C, Maui, Hawaii, Kauai) adopts/amends within 2 years. Honolulu's 2018-based ROH Ch. 16 was finalized mid-2024. SBCC has begun 2021 IBC review but has NOT finalized a 2021 statewide adoption as of mid-2026.

- IBC ยง105.2 โ storage racks > 5'-9" tall require a building permit; shelving below threshold exempt. HI counties follow IBC ยง105 without significant amendment on this trigger.

- County building department in each of the 4 counties โ NO state-issued building permits. Honolulu DPP (Oahu); Maui County DPW Development Services; Hawaii County Public Works Building Division; Kauai County Public Works Building Division.

- Honolulu DPP uses valuation-based fee table via online calculator; rack install typical valuation $50Kโ$500K โ ~$500โ$5,000 building permit fee plus plan review. - Honolulu DPP is notoriously slow โ even after the Aug 2025 HNL Build software rollout, prescreen ran ~13 days for residential. Commercial rack/warehouse projects typically 3โ6 months end-to-end. Maui/Hawaii/Kauai counties typically 6โ12 weeks for commercial.

- CโD across all of Hawaii for typical Risk Category II warehouses. Oahu (Honolulu) generally CโD; Maui/Kauai CโD; Big Island (Hilo and south/southeast) D (locally D2/E equivalent intensities) due to active volcanism. Site Class E/F (poor soils, coastal fill) pushes higher

- Anchoring & bracing
- ANSI/RMI MH16.1-2021 governs rack design. In SDC C/D (i.e., all HI) MH16.1 mandates ductile detailing, anchor design to ACI 318 Ch. 17, base-plate/anchor capacity checks, and limits on configuration changes. ASCE 7-22 Ch. 15 nonbuilding-structure provisions apply for Ip = 1.5 racks accessible to public.

- No state fire marshal โ each county runs its own fire department/fire code. Honolulu Fire Code is based on NFPA 1 (2018) (not IFC), but functionally enforces high-piled storage thresholds matching IFC Ch. 32: permit + plans required when high-piled combustible storage exceeds 500 sq ft (Group A) or 2,500 sq ft (Class IโIV); > 12,000 sq ft triggers additional access-door requirements. Maui/Hawaii/Kauai fire depts follow similar NFPA 1 / IFC-derived rules.

- Yes. HRS ยง464-11 mandates that no building official may accept plans not stamped by a licensed HI structural engineer (or licensed architect, for non-structural). HI does NOT accept comity stamps โ engineer must hold an active HI PE license issued by the DCCA PVL Board.

- No state fire marshal โ every fire AHJ is county-level. Multi-island rollouts need 4 separate fire reviews.
- Lava zones 1โ2 in Hawaii County (per USGS) are effectively un-insurable and rarely permitted for new commercial. Verify site lava zone before design.
- Coastal warehouses fall in tsunami evacuation zones โ DLNR maps required for site assessment.
- Hurricane wind code overlay (Vult ~130โ145 mph + topographic factor) often governs over seismic for tall rack lateral on Oahu.
- HI does not accept PE comity โ out-of-state engineers must hold an HI license. Plan permits accordingly.
- Honolulu permit queue is among the slowest in the US โ budget 3โ6 months minimum.
