Adopted code
Colorado has NO statewide commercial building code โ€” each city/county adopts its own. Denver enforces the 2022 Denver Building Code (amended IBC), with the 2025 DBC in draft adoption. Colorado Springs / El Paso County uses the 2023 Pikes Peak Regional Building Code (which adopts the 2021 IBC by reference). Aurora and Boulder typically run 2021 IBC.
Permit threshold
Per IBC ยง105.2, storage racks over 5'-9" require a building permit (work-exempt list excludes taller racks). Denver and PPRBD enforce the same threshold via their IBC amendments.

A or B across most of Colorado. Denver mandates SDC B as the minimum by local amendment regardless of mapped values. Western Slope (parts of Eagle, Garfield, Mesa counties near mapped fault zones) can reach SDC C on softer site classes

When fire review is triggered
IFC Chapter 32 governs high-piled storage. Denver requires a Fire Construction permit for installation/modification of > 500 sq ft of high-piled combustible storage, plus an operational permit to occupy. Colorado DFPC is the state lead but enforcement is local fire department / district.

Yes for engineered drawings. Engineering practice in Colorado requires licensure under CRS ยง12-25-101 et seq. Rack drawings stamped by a Colorado-licensed PE are required by most AHJs for permitted installs.
