π Building Permit
- Adopted code
- Florida Building Code, 8th Edition (2023), based on 2021 IBC with Florida amendments. Effective December 31, 2023. Adopted triennially by the Florida Building Commission. Statewide β unlike most states, FL has a single code book that applies everywhere.
- Permit threshold
- FBC Β§105.2 (matches IBC) exempts non-fixed, movable racks not over 5'-9" (1,753 mm) from a building permit. Racks above that height require a permit. Even when permit-exempt, the work must still comply with the FBC.
- Issuing authority
- Local building department (city or county) is the AHJ. Florida has 67 counties and ~411 municipalities, each enforcing the FBC. The Florida Building Commission/DBPR sets the statewide floor.
- Typical fee range
- Valuation-based across all major counties. Miami-Dade has a $110 minimum plus tiered schedule and surcharges (commercial racks typically several hundred to several thousand depending on cost of work). Orange County (Orlando) commercial permits commonly run $500β$25,000+ depending on valuation. Hillsborough County (Tampa) uses the HillsGovHub fee calculator on declared valuation. Confirm directly with the AHJ at submittal.
- Typical review time
- Plan review typically takes 2β6+ weeks. Orange County publishes 10β30 days for plan review depending on complexity; Hillsborough County publishes 15β45 business days for commercial initial review. HVHZ counties (Miami-Dade, Broward) tend to run longer.

- A across nearly all of FL; B possible at some Panhandle/coastal sites or higher Risk Categories
- Sds range
- Very low β generally well under 0.20g. SDC A is defined by ASCE 7-22 as Sds < 0.167g (Risk Category I/II/III) at the lower bound. Verify at the project site using the ASCE Hazard Tool.
- Anchoring & bracing
- For SDC A, ANSI MH16.1-2021 requires minimal seismic detailing β basic column-base anchorage to the floor slab and standard frame/beam-to-column connections. Seismic separation between adjacent racks need not be checked in SDC A/B/C. ASCE 7-22 Chapter 15 governs nonbuilding-structure design where applicable.

- When fire review is triggered
- Florida Fire Prevention Code (FFPC) 8th Edition (2023), based on NFPA 1 (2021) and NFPA 101, governs. High-piled combustible storage triggers per NFPA 1 Chapter 34 β commonly 12 ft top-of-storage (6 ft for Group A plastics), over 500 sq ft. Local fire marshal typically reviews commercial racks; the Division of State Fire Marshal oversees state-owned buildings only.

- When PE-stamped drawings are required
- Yes per Florida Statutes Β§471.025. Any final drawings, specifications, plans, or reports filed for public record must be signed, dated, and sealed by a Florida-licensed PE in responsible charge. Rack drawings prepared by an out-of-state PE must be reviewed, signed, and sealed by a Florida-licensed PE before submittal.

Things that surprise out-of-state buyers in Florida.
- HVHZ (Miami-Dade + Broward): stricter plan review, special inspections, and product-approval scrutiny per FBC HVHZ provisions. Design wind speeds 170β200 mph drive envelope design. Rack near roll-up doors, atria, or partially open enclosures may get extra review.
- Florida Product Approval / Miami-Dade NOA: building-envelope and structural-frame products often need a state Product Approval number; HVHZ projects frequently require Miami-Dade NOA. Storage racks aren't typically a listed product category, but anchorage hardware or proprietary components may need documentation.
- Wind-borne debris regions: most coastal FL requires impact-rated openings β affects facility envelope, not the rack itself.
- Threshold building rule (FS Β§553.79): buildings >3 stories, >50 ft, or with assembly occupancy >5,000 sq ft and >500 occupants require a special inspector. Applies to rack-supported structures classified as buildings, not standard interior racking.
- Hurricane season: AHJs slow during and after named storms. Plan submittals around JuneβNovember accordingly.
